The contract calls for this program to expand significantly in the first two years, and we anticipate this to be a transformational force in our continued growth. As HR Director, you will take full ownership of HR delivery for this high profile contract as you further develop and expand the existing HR service platform to become an active driver in the growth of the contract. This is a true generalist role, initially supporting 400 employees nationwide (both on-site and remote), with a strong emphasis on contract compliance, employee development, recruitment, staffing forecasting, risk management and safety. You will provide leadership internally, to local and regional managers, and build bridges externally with DHS ICE ensuring we meet their needs from an HR perspective.
Pivotal to your success in a dynamic, high velocity start-up environment is your proactive, forward thinking savvy and ability to assess the contract from a broader HR perspective as you implement your creative vision and initiate innovative programs. You won't be afraid to step off the beaten path, challenge the existing paradigm, and develop and drive best practices that can be adopted throughout the organization. What Else You'll Bring to the Table
In addition to the qualifications detailed above, you must have:
- US citizenship.
- Bachelor's degree; SPHR preferred.
- 10+ years of progressive HR management experience covering a broad range of HR disciplines.
- Proven management skills and impressive as well as assertive leadership qualities.
- Strong negotiation skills and the ability to negotiate, prepare and manage contracts with third party administrators, insurance carriers and consultants.
- Fluency in current HR legal practices and regulations, including HIPAA, COBRA, FLSA, FMLA, EEO, Unemployment, and Workers Compensation.
- Excellent analytical and operational performance skills including HR Metrics (staffing ratios, KPIs, forecasting etc.).
- The ability to persuade others into action through formulation of strong business partnerships.
- Excellent verbal, written and interpersonal communication abilities.
- Strong organizational skills, including the ability to accomplish demanding timeline objectives, multi-task on assignments and be comfortable with change and continuous improvement.
- Sound judgment and the ability to develop and articulate policies and procedures.
- A strong sense of ethics and values.
- A drive to achieve results and high standards of excellence.
- The ability to travel nationwide up to 25% of the time.
Our contract with DHS ICE requires that we conduct extensive "suitability" background checks, and they will conduct their own check of all candidates' suitability for entry on duty. To pass both checks, you will need, at minimum:
- A clean credit history and good current credit standing.
- A criminal record clear of felonies or misdemeanors of a moral or egregious nature.
- A clean driving record.
- A negative result on an initial drug screen and subsequent random drug tests.
With our technical and geographical infrastructure, along with proven success on our current ICE contract, we are positioned extremely well to be awarded and exceed the performance expectations of the Intensive Supervision and Appearance Program (ISAP II) contract scheduled to be awarded on July 20th, 2009. We will look to you to begin work with G4S on the ISAP II contract beginning August 3rd, 2009 and join our week-long training program in Dallas, Texas. You will play a key role in our company's expansion as a world-class government services provider.

- Recommending and developing all HR policies and procedures.
- Providing management with proactive HR support to supplement each departments' goals and objectives.
- Responding to and investigating employee complaints.
- Providing recruitment/resourcing support to ISAP II Directors and Managers to ensure that all recruitment/resourcing requirements are met.
- Ensuring the company performs the DHS ICE Suitability Determination Process for all new hires.
- Ensuring compliance with the company CAP process as part of the HR function.
- Coordinating with legal counsel for compliance and any outstanding legal complaints.
- Managing Workers Compensation program.
- Managing benefit contracts and vendors, ensuring that the effective and cost-efficient benefit offerings are provided.
- Performing compensation management, including determination on FLSA status, and competitive compensation structures.
- Developing and implementing Management Development programs.
- Providing oversight of payroll and timekeeping systems and procedures for the ISAP II contract.
