This position offers you the opportunity to be in on the ground floor of an exciting expansion of our current offerings with the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE). The contract calls for this program to expand significantly over time, and we're hiring with an eye on the future, seeking impact players who can thrive in our dynamic environment and grow with the company.
You will provide proactive human resources (HR) support to about 150 employees (mostly degreed professionals) in either the West or Northeast region. This is a true generalist role providing the opportunity to utilize your broad scope of HR knowledge and experience with a strong emphasis on recruitment and employee development. Pivotal to your success will be an ability to keep contract compliance issues at the forefront of your mind.
To be a good fit for this opportunity you will have at least five years of progressive HR experience covering a broad range of HR disciplines and a PHR or SPHR certification. You also will need a demonstrated ability to work independently, determine logical solutions and assist others in the resolution of issues to balance business needs within compliance requirements. In addition to the qualifications detailed above, you must have:
US citizenship.
Fluency in current HR legal practices and regulations, including HIPAA, COBRA, FLSA, FMLA, EEO, Unemployment, and Workers Compensation.
Demonstrated success in full life-cycle recruitment with prior experience in compliance requirements of an Affirmative Action Plan (AAP) a plus.
Familiarity with Leave of Absence (LOA) state and federal regulations.

Our contract with DHS ICE requires that we conduct extensive "suitability" background checks, and they will conduct their own check of all candidates' suitability for entry on duty. To pass both checks, you will need, at minimum:
A clean credit history and good current credit standing.
A criminal record clear of felonies or misdemeanors of a moral or egregious nature.
A clean driving record.
A negative result on an initial drug screen and subsequent random drug tests.
With our technical and geographical infrastructure, along with proven success on our current ICE contract, we are positioned extremely well to be awarded and exceed the performance expectations of the Intensive Supervision and Appearance Program (ISAP II) contract scheduled to be awarded on July 20th, 2009. We will look to you to begin work with G4S on the ISAP II contract beginning August 3rd, 2009 and join our week-long training program in Dallas, Texas. You will play a key role in our company's expansion as a world-class government services provider.

Reporting to the HR Director, you will join a team which will consist of 3 Regional HR Managers committed to ensuring the HR and Recruiting functions proactively support the ISAP II program, and that HR matters are dealt with promptly , effectively and accurately. You'll be a key member of the Regional Management Team and collaborate with a corporate HR Administrator to ensure consistency of administrative practices and procedures.
Your specific activities will include:
Partnering with Program Managers and Regional Manager to provide sound human resources advice in employee relations and human resources activities that meet the business needs.
Providing recruitment/resourcing support to ISAP II Regional Managers to ensure that all staffing requirements are met within the Affirmative Action Plan guidelines.
Performing and/or coordinating new hire orientation processes through local and regional managers and communicating directly with key support personnel (HR Administrator, Benefits, IT, Payroll, Training) to ensure a flawless new hire process.
Ensuring staff and management understand benefit programs through liaison with the JSI Benefits Administrator.
Posting all open positions internally and externally, reviewing and distributing resumes to hiring managers, coordinating interviews and pre-hire compliance activities, and generating both internal and external offer letters.
Developing a recruitment resource manual and a recruitment process inclusive of Suitability Determination Process, and creating and maintaining a job description database through collaboration with the HR team.
Ensuring the company performs the DHS ICE Suitability Determination Process for all new hires.
Ensuring compliance with the company CAP process as part of the HR function through a working relationship with the HR Administrator for employee file compliance.
Developing, preparing and delivering weekly Recruitment Report on status of open positions, including positions in process and timeline.
Developing a Cost Per Hire (CPH) matrix as the ISAP II recruitment process evolves.
Recommending and developing HR and Recruitment policies and procedures.
Providing regional and local management with proactive HR support to supplement their goals and objectives.
Driving company Values and Human Resources iniatives throughout the region.
