Opportunity Overview
This position offers you the opportunity to play a key role in an exciting start-up on the ground floor of a new contract with the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE). You will drive efforts to ensure not only that we fulfill our mission but also that we do it in the right way -- and that mission enhances the safety and security of the US. The contract calls for this program to expand significantly over time, and we're hiring with an eye on the future, seeking impact players who can thrive in our high-velocity environment and grow with the company.
You'll provide contract compliance audit results and statistical analysis on contract specifications, make recommendations on corrective actions, and report compliance to G4S and ICE. In addition you will be responsible for the Quality Assurance Plan and its implementation across the contract. This is a people-focused role more so than a system/process one, and you will see your impact first hand.
To be a good fit for this opportunity you will have solid government compliance/quality experience with a government agency and/or in a service industry, preferably in a field relating to security, law, social work, detention, or corrections. We're looking for a professional with solid interpersonal skills, including a demonstrated ability to build relationships and manage the quality/compliance message in a positive light.
You will be working for G4S and enjoy the stability and resources of a $9 billion company, the world's leading international security solutions group, operating in over 110 countries with more than 585,000 employees. Our values focus on Best People -- we always take care to employ the best people, develop their competence, provide opportunity and inspire them to live our values.
What Else You'll Bring to the Table
In addition to the qualifications detailed above, you must have:
US citizenship.
A Bachelor's degree.
Proven management skills.
Excellent interpersonal abilities.
Strong budget and contract compliance skills.
Computer literacy and good Microsoft Office skills.
A proven ability to communicate well.
Sound judgment and the ability to develop and articulate rules and orders.
A strong sense of ethics and values.
Excellent analytical and operational performance skills.
The ability to travel nationally up to 30% of the time.
Familiarity with ISO 9000:2000 or 2008 is preferred but not required.
Lean or Six Sigma training is a plus.
Our contract with DHS ICE requires that we conduct extensive "suitability" background checks, and they will conduct their own check of all candidates' suitability for entry on duty. To pass both checks, you will need, at minimum:
A clean credit history and good current credit standing.
A criminal record clear of felonies or misdemeanors of a moral or egregious nature.
A clean driving record.
A negative result on an initial drug screen and subsequent random drug tests.
With our technical and geographical infrastructure, along with proven success on our current ICE contract, we are positioned extremely well to be awarded and exceed the performance expectations of the Intensive Supervision and Appearance Program (ISAP II) contract scheduled to be awarded on July 20th, 2009. We will look to you to begin work with G4S on the ISAP II contract beginning August 3rd, 2009 and join our week-long training program in Dallas, Texas. You will play a key role in our company's expansion as a world-class government services provider.
What's in It for You
High impact/visibility -- you'll report directly to the Program Director and play an important role in the program's success. On a regular basis you'll collaborate with a variety of internal and external stakeholders as you drive quality assurance.
Career development -- we are projecting significant growth in the new contract; for example, the plans currently call for opening more than ten new offices next year alone. Your success in this role could set you up to pursue a number of career trajectories, depending on your ambition and aptitude. Our strong commitment to training and employee development includes: 1) initial training consisting of both informative and required DHS/ICE training; and 2) ongoing training using both face-to-face and online learning systems.
Diverse, meaningful work -- you'll leverage your resourcefulness and creativity in addressing a variety of QI activities a day-to-day basis. The leadership you provide will support an alternative to detention for program participants, and support ICE' mission of upholding US law while respecting participants' rights.
Leveraging technology to create a great work environment -- while G4S is a security solutions company, technology is a core part of those solutions. We also take a proactive approach to using technology to the best advantage for our employees as well as our customers.
Excellent compensation -- we offer competitive salaries and a comprehensive benefits package for our full-time employees, including paid vacation, holiday and sick time, medical, flexible spending plan, dental and 401(k) matching benefits.
More About Your Role
If you're a good fit for this position, you already know most of what this job entails. However, to be sure we're providing a complete picture, here are some details.
You will provide leadership to three to four regional Compliance Technicians, a Subcontract Administrator, and a Technical Report Writer. Your activities will include:
Coordinating audit visits to about 30 ISAP II offices, assessing contract compliance and non-compliance, reviewing audits, and monitoring corrective actions.
Managing the Quality Assurance subcontractor's performance and actions on behalf of the contract.
Identifying lessons learned and performance improvement plans after identifying prevalent themes from audits.
Reviewing grievances to ensure they have been handled appropriately, and identifying corrective actions if not.
Identifying and acting upon thematic concerns to address quality/compliance issues timely across the program.
Working with the Deputy Program Management Director to ensure all quality initiatives and corrective action plans are completed.
Recommending process improvements to ISAP II Deputy Program Management Director.
Conducting compliance reviews of HR records and background checks.
Working with Compliance Techs to develop/submit policies/processes for approval to the Technical/Report Writer.
Developing and controlling the document control/issuance policy.
Reviewing and monitoring disaster recovery planning/tests.
Supporting audit activity across the region.
Keys to Success
This is neither a "back office" nor a policing role, and you'll need to build collaborative relationships and present quality and compliance as a value-adding service to the success of the local offices. In addition, in order to be an outstanding Quality Improvement Director, you will:
Bring credibility and a professional demeanor to your interactions with contacts at all levels within ICE.
Manage multiple competing priorities and challenging timelines while maintaining "grace under pressure" at all times.
Maintain robust attention to detail without losing sight of the big picture and how those details fit in; you'll not only assist in planning our strategic goals but also take an active role in ensuring we achieve them.
If this sounds like the right mix of challenge and opportunity for you, and you meet the minimum qualifications, we want to hear from you!
