This role will put you in the middle of an exciting transition -- you'll join a successful contract with the Department of Homeland Security (DHS) and be on the ground floor in the conversion to a new contract.

The Contract Transition

Since 2007 G4S has successfully run the Enhanced Supervision/Reporting (ESR) program for ICE as part of their Alternatives to Detention (ATD) Unit. We are currently bidding for the Intensive Supervision Appearance Program II (ISAP II), a program similar to ESR and, as a current and proven provider to ICE we are well-positioned to secure that contract. We have the technological infrastructure, the geographic infrastructure, and a track record of success.

The bottom line: the contract will be awarded, and employees who have been qualified will move forward with ISAP II.

You will be hired under the ESR contract and be part of the team delivering high service levels until that contract ends in September 2009. Once ISAP II launches, you will help ensure continuity in the transition, and then continue to grow and flourish with the new program.

More About Your Role

ISAP II is a core community-based supervision and in-person reporting program designed to provide full service case management for non-US citizens whose status is under review by ICE. The goal is to provide structured and closely supervised electronic monitoring, residence verification, home visits, in-person reporting and document/information collection with an emphasis on increased compliance with immigration requirements for program participants.

As Program Manager, you will provide a strong management presence as our local leader for all facets of the operation, ensuring compliance with the contract. This will include a wide variety of activities from ensuring all operational procedures are followed to making financial decisions to directing Supervision Specialists and Administrative Support reporting to you. You will supervise anywhere from two to ten people.

We'll provide the structure, but you will make sure your workflow is optimal for your location and community. You will ensure your office follows corporate procedures in the areas of:
  • Securing files and following all G4S compliance procedures.
  • Supervision, including providing regular and ongoing performance feedback to your employees.
  • Facility management, such as communicating with landlords and contracted service providers so that office operations run smoothly.
  • Managing collaborative relationships with partners such as local ICE representatives, community resources, law enforcement, and others.
  • Resolving issues in all aspects of operations.
  • Creating detailed written and/or typed reports.
  • Maintaining a commitment to quality assurance in all aspects of policy, procedure and customer service delivery.
  • And more.
On an ongoing basis, in addition to overseeing the above, you will support the Supervision Specialists and help them remove barriers and solve problems. We'll look to you to ensure everyone in your office brings a focused customer service approach to interacting with program participants, ICE representatives, and other external contacts.

Keys to Success

If you don't have experience in case management, you'll need to become familiar with the goals and activities of the Supervision Specialists, who will be dealing, on a daily basis, with participants who are in stressful situations. You'll need a solid work ethic as well as the enthusiasm to pitch in to build success during the contract transition and beyond.
